While at CRA Simon has provided economic advice on both UK and EU mergers and vertical restraints, assessments of alleged abusive conduct, and regulatory submissions.
Prior to joining CRA, Simon spent over five years at the Competition and Markets Authority and Office of Fair Trading, where he directed the team of economists analysing UK mergers as Head of Merger Economics and was involved in most major merger decisions during his time there. Prior to this Simon was the lead economist on merger cases.Following his time at the CMA, Simon was a Senior Civil Servant in the UK Government responsible for directing the economic analysis for UK consumer and competition policy, covering a wide range of issues, including the implementation of the damages directive, geo-blocking, regulation of digital platforms and other Digital Single Market issues, public interest tests in merger control, analysis of competition/intervention in the supply chain, and the Consumer Rights Act. In this position, he was also responsible for UK economic regulation policy and sponsorship of Ofcom (on postal issues) and the UK Regulators Network.
Simon has led or directed the analysis across a wide range of cases and sectors, including for example: platform/digital markets (e.g. Google/Waze), local/retail markets (e.g. Pure Gym/The Gym, Breedon/Aggregate Industries, Cineworld/Picturehouse, Rank/Gala), fast-moving consumer goods (e.g. Diageo/United, Unilever/Alberto Culver, Barr/Britvic), transport (e.g. Ryanair/Aer Lingus, Eurotunnel/MyFerryLink), financial markets (e.g. LSE/LCH.Clearnet, ICE/APX-Endex, Blackrock/Credit Suisse ETFs), and media markets (e.g. Local World, Kent Messenger/Northcliffe).
